The United States Army Recruiting Command / United States Army Recruiting Division’s Industry Engagement Team identifies and considers future employment of emerging technologies and programs which could greatly impact the efficiencies of our recruiting force in locating, engaging, and managing new recruits for the U.S. Army as well as operational oversight at various levels of command leadership to include corporate level.

 

The next virtual conference to conduct market research is tentatively scheduled for 12-14 August 2025, to address our current Problem Statement below:

 

How does U.S. Army Recruiting Division (USARD) overcome challenges in providing consistent, high-quality individual, and operational training to its talent acquisition specialists at scale? These Soldiers have varying levels of proficiency resulting in inconsistent recruitment outcomes.

Goal:                                       

USARD seeks to modernize and revolutionize training across the enterprise by tailoring training that supports the individual’s recruiting environment. This capability should support the individual and operational training domains by leveraging current technology with scalable, adaptive, and personalized training solutions.

Specific Challenges:

  • Teaching Methodology and Training Quality: Variation in instructor expertise (station commander vs institutional instruction), materials, and delivery methods lead to uneven skill development among talent acquisition specialists. What would world class training look like?
  • Limited Accessibility: Geographic barriers restrict access to training resources for talent acquisition specialists in remote locations.
  • Insufficient Feedback & Assessment: Current evaluation methods lack timeliness, accuracy, and actionable insights for improvement.
  • Lack of Personalization: Training often fails to cater to individual learning styles and knowledge gaps.
  • Limited Environmental Replication: Training inadequately prepares talent acquisition specialists for the diverse range of market segments (68+) they may encounter.

Questions to Industry: (If your company intends to submit your capabilities for consideration, explain how your product answers one or more of the questions below.) 

  1. Analyze performance data: How does the product identify knowledge gaps, skill deficiencies, and areas for improvement, enabling targeted training interventions?
  2. Create personalized learning pathways: How does the product support the development of adaptive training plans tailored to individual talent acquisition specialists' needs, learning styles, and preferences?
  3. Deliver interactive, immersive training experiences: How does the product utilize simulations, virtual reality, and gamification to engage talent acquisition specialists and enhance knowledge retention?
  4. Provide real-time feedback and assessment: How does the product employ current technology to evaluate performance, offer constructive feedback, and identify areas for further development?

Predict and prevent attrition: How does the product analyze behavior, sentiment, and performance data to identify early warning signs of attrition, enabling proactive interventions to retain top talent?​                                                                                                                                                

*Note: USARD conducts market research on a customizable, immersive, and dynamic training capability that utilizes current technology. The commercial product must be a fully developed, demonstrable solution that requires minimal modifications to meet the USARD requirements.

Expected Outcomes: All proposed industry solutions should include:

  1. Improved and sustained proficiency: Enhanced knowledge, skills, and behaviors among talent acquisition specialists, leading to increased competency, effectiveness and efficiency.
  2. Increased training accessibility: Scalable, online or mobile training capability reduces barriers to access, enabling talent acquisition specialists to develop critical skills anytime, anywhere.
  3. Data-driven training decisions: Insights inform training program development, ensuring that resources are allocated effectively and efficiently.
  4. Reduced training costs: Personalized, adaptive training reduces the need for redundant or unnecessary training, minimizing waste, optimizing resource utilization and minimizing attrition.

By leveraging current and emerging technology, USARD can create a more effective, efficient, and scalable training program, ultimately enhance the recruitment process and contribute to the Army's overall readiness and mission success.

USAREC Industry Engagement Process
 

Interested companies seeking a conference with the U.S. Army Recruiting Command Industry Engagement Team via Microsoft Teams, at no cost to the U.S. Government, may apply for a 60-minute virtual conference. 

Prior to engaging with us, we ask you to consider the following questions: 

  • What problem are you trying to solve for us? 
  • How does your value proposition align to our needs? 
  • What is your competitive differentiator? 
  • Who in DoD/Government are you working with today? 
  • Are you on any Governmentwide Acquisition Contracts (GWACS) or other procurement vehicles? 
  • Do you have any socio-economic designations? 
  • Are you registered in Sam.gov?  

All interested parties should complete and return the VENDOR VISIT AND BRIEFING AGREEMENT via email listed below prior to providing proprietary documents no later than 28 July 2025.   

Once the Vendor Agreement is signed by both parties and returned, please respond with an attached short, concise description or proposal of capabilities and services that addresses solutions to the current problem statement listed above for consideration. All capabilities briefs, proposals, summaries, and other documents should only be sent after receiving a completed Vendor Agreement from our agency.  You may be asked to provide additional detailed information for consideration.
