Warrant Officer Prerequisites and Duty Description
920A - Property Accounting Technician
 
Duties:
Serve as the property book officer in both operational and generating force units. Supervise and manage Army organizational property accountability systems. Monitor and evaluate subordinate supply operations while performing financial inventory accounting and provide advice to commanders on proper property accountability and redistribution procedures. Ensure 100 percent property accountability is maintained, all authorized equipment is on hand, on valid requisition, or redistribution directive. Locate and acquire standard and nonstandard equipment and supplies through military and nonmilitary supply sources to meet unit readiness and operational requirements. Oversee/validate the government purchase card program to prevent fraud, waste, and abuse. Determine equipment funding requirements and coordinate for funds availability with supported units and resource management activities. Develop, execute, monitor, and provide input to the annual supply budget. Coordinate acquisition and priority distribution of new equipment fielding with the Force Modernization Activity. Redistribute excess equipment throughout the command. Process excess equipment for disposal after all redistribution efforts are met. Monitor unit supply operations to ensure compliance with policy.  Maintain fiduciary records for government furnished property provided on government contacts. Manage the command supply discipline program. Train, develop, and mentor supply and non-supply personnel on supply policies, processes, and procedures. Serve as the primary advisor to the command and supported units on all property accountability and organizational level supply matters.

Service Members Applying: (NON-WAIVERABLE)
  • Must be SGT or above (ALL COMPO)
Military Education:
  • Completion of ALC is not waiverable (Active Duty COMPO I).  Completion of all phases of the 92Y Advance Leadership Course (ALC) and must be annotated on STP.  A copy of completed ALC DA Form 1059 will be included in the packet.  
  • Waiverable on a case-by-case basis (National Guard COMPO II and Army Reserve COMPO III)
  • Waiver not required if –
  • Applicant provides documentation of an ATRRS Wait Status or school disenrollment within the past 12 months
  • Applicant’s Commander provides a memorandum and ATRRS print-out indicating organizational support but insufficient quotas for ALC enrollment
  • Soldiers training record indicates ALC was completed in another MOS
Military Certification: (NON-WAIVERABLE)
  • Must have completed the Global Combat Support System Army Training and Certification (GTRAC) with the following certificates: Basic Navigation, Common Core, Unit Supply and Property Book.  
Experience:
  • Minimum of five (5) years’ experience performing 92Y duties
  • Military Technician, Government Contract, and other Civilian appraisals will be taken into consideration to determine the Soldier’s level of competence in the feeder MOSs. (National Guard COMPO II and Army Reserve COMPO III)
  • Waiverable on a case-by-case basis
  • Waiver requests are submitted by applicant as part of their complete packet.
  • Submitted waiver request does not constitute automatic approval by the QM CMDT.
NCO Evaluation Report: (NON-WAIVERABLE)
  • The majority of the Soldier's NCOERS must be noted with "Successful" performance and "Superior potential by the Senior Rater or "Exceeded Standard" performance by the Rater and "Highly Qualified" potential by the Senior Rater.
  • Soldiers will submit all NCOERs; other service components will submit all evaluation reports.
  •  Successful duty performance is considered as a preponderance of the following:
    • DA Form 2166-8.  Exceeding the standard (Excellence).  Rated by the Rater (Part Va) as “Among the Best” with strong Senior Rater comments.
    • DA Form 2166-9-1.  “Met Standard” in Part IVc-h, with strong Rater comments in Part IVi.  “Most Qualified” or “Highly Qualified” with strong Senior Rater comments in Part V.
    • DA Form 2166-9-2.  Preponderance of “Far Exceeded Standard” or “Exceeded Standard” in Part IVc-i, with strong Rater comments in Part IVj; “Most Qualified” or “Highly Qualified” with strong Senior Rater comments in Part V.
  • Military Technicians will provide civilian evaluations to support experience.
Civilian Education: (NON-WAIVERABLE)
  • Must have six (6) semester hours of College English Composition from an accredited institution (Non-Waiverable).  Higher levels of College English, which utilizes English Composition as a prerequisite are acceptable. Speech and public speaking courses are not considered as meeting this requirement even if administered by the English department of an institution. 
  • Successful completion of the College-Level Examination Program (CLEP) in College Composition is an acceptable alternative. Transcripts comprised of only military training credit are not acceptable. The Department of Education maintains a database of accredited postsecondary education institutions and programs at http://ope.ed.gov/accreditation/
  • Successful completion of the Tests of Adult Basic Education (TABE) 11/12A is an acceptable alternative.  Either of the below test are acceptable (both not required).
  • TABE 11/12A, Language or Writing,  with NRS Level score of 6 or higher (+)
***Percipio Courses will Sunset on 29 February 2024. No alternative has been identified. Percipio certificates obtained prior to 01 March 2024 will still be accepted. Otherwise, there are currently no waivers for the college credit requirement.***
 
Letter of Recommendation (LOR): (NON-WAIVERABLE)
  • Submit USAREC FORM 3.3 (Letter of Recommendation) from a Property Accounting Technician (CW3-CW5 Active Duty COMPO I) (CW2-CW5 National Guard COMPO II and Army Reserve COMPO III), assigned to the Soldier’s organization, which attests to their technical and tactical competence in MOS 92Y. If no Property Accounting Technician is assigned, provide a letter of recommendation from another Quartermaster Warrant Officer (e.g. 920B, 921A, 922A, or 923A) assigned to the Soldier’s organization/installation.
NOTE:  Waiver requests must be accompanied by a justification memorandum and supporting documentation provided by the service member.
 
Preferred Qualifications (Active Duty COMPO I) “not required”
  • GCSS-Army Middle Managers Courses
  • Support Operations I and II
  • United Service Military Apprenticeship Program (USMAP)
  • MOS related credentialing thru Credentialing Opportunities In-Line (COOL)
  • College credits in Supply Chain Management, Logistics, etc. (Not earned thru Army Credentialing programs)
