Lt. Col. Jessica A. Horine is a native of Chicago, Illinois and direct commissioned into the Specialist Corps as a Physician Assistant in 2009. Her first assignments were at Fort Bragg (now Fort Liberty) assigned to the 82nd Airborne Division as the Battalion Physician Assistant (PA) for the 307th Brigade Support Battalion, 1st Brigade where she served in Operation Iraqi Freedom in 2009-2010. Upon redeployment, she remained at Fort Liberty and was assigned to 4th Battalion, 3rd Special Forces Group and deployed to Operation Enduring Freedom (OEF) in 2012. She then attended the Army’s Flight Surgeon Course and served as the 82nd Combat Aviation Brigade’s General Aviation Support Battalion PA and Senior Brigade PA, deploying to OEF in 2014-2015 as the Brigade Surgeon. Following the deployment, she returned to 1st Brigade, 82nd Airborne Division to serve as the Senior Brigade PA from 2015 - 2016. LTC Horine completed her time at the 82nd as the Division’s Senior PA from 2017 - 2018. She was then assigned to Korea as the 2nd Infantry Division’s (2ID) Combat Aviation Brigade Senior PA with follow on at 2ID’s headquarters as the Division’s Chief of Clinical Operations for the Korean Theater of Operations. In 2020, she joined Training and Doctrine Command (TRADOC) as the Army Interservice Physician Assistant Phase 2 Program Director at Tripler Army Medical Center in Hawaii while maintaining her clinical skills in the Emergency Department until 2022. She was selected as the Executive Officer for the Commanding General of 18th Medical Command, the Strategic Theater Enabling Command for US Army Pacific (USARPAC) from 2022 – 2023. She closed out her time in Hawaii as the Chief of Operational Medicine for USARPAC before being selected for command of the 6th Medical Recruiting Battalion in Las Vegas, Nevada.
Horine’s civilian education includes a Bachelor of Science in Aviation Management from Southern Illinois University and a Master of Science in Physician Assistant Studies from the University of Kentucky. She is a graduate of the AMEDD Officer Basic and Captain’s Career Courses, Command and General Staff College, Airborne School, and the Flight Surgeon Course. Her awards and decorations include the Meritorious Service Medal (3 Oak Leaf clusters), the Air Medal, and the Military Outstanding Volunteer Service Medal. She has earned the Parachutist Badge and Army Flight Surgeon Badge. She has been awarded the Combat Action Badge.
